Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 and 3.15 setting forth the World Bank’s policy on conflict of interest.

Bids must be delivered either by hand or courier to the address below in para. 9 on or before 10:00 AM Eastern Caribbean Time on February 11, 2026. Electronic Bidding WILL NOT be permitted. LATE BIDS WILL BE REJECTED. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below stated in para. 9 or via videoconferencing platform - Zoom on February 11, 2026 at 10:15 AM Eastern Caribbean Time. A Zoom link for the Bid Opening will be provided on request.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Least Cost Selection method set out in the Procurement Regulations.

The Caribbean Public Health Agency (CARPHA) has received financing from the World Bank toward the cost of the OECS Regional Health Project (P168539). CARPHA intends to apply part of the proceeds of this financing toward payments under the contract Supply and Delivery of Personal Protective Equipment (PPE)

You are hereby invited to submit your quotation for the supply and delivery of laboratory reagents and consumables, as detailed in the Request for Quotation (RfQ) document.

In preparing your quotation, please ensure that you:

  • Review all documents contained in the Tender package.

  • Complete the Form of Quotation (Page 9 in Tender Package) and the Terms of Conditions of Supply (Page 10-11 in Tender Package).

  • Review and complete the PPE Technical Specification with the specifications offered.

  • Review and sign the World Bank’s Letter of Acceptance of the Anticorruption Guidelines and Sanctions Framework; and provide all required supporting documentation as specified in the Tender package.

For your reference, the World Bank Form of Contract Agreement is also included in the Tender package.
